David R. Hill
Executive Vice President and General Counsel
David R. Hill is executive vice president and general counsel of NRG, a position he has held since September 2012. He is responsible for all of the company's legal, regulatory, environmental and government affairs activities and personnel.
Prior to joining NRG, David was a partner and co-head of the energy practice at Sidley Austin LLP in Washington, D.C. In that position, he advised electric utilities, oil and natural gas companies, manufacturers, banks and trade associations on a variety of energy, environmental and finance matters. From 2005 to 2009, he served as general counsel of the U.S. Department of Energy, where he was the principal legal officer for a cabinet agency with an annual budget of $25 billion and more than 100,000 federal and contractor employees. From 2002 to 2005, David served as DOE's Deputy General Counsel for Energy Policy. While at DOE, David had a central role in rulemaking and policy development for many DOE programs and activities, including the loan guarantee program for innovative energy projects, the development of new energy efficiency standards, and major federal electricity matters. He also was significantly involved in the development and review of many major EPA regulations.
Prior to his federal government service, David was a partner at major law firms in Washington, D.C. and Kansas City, Mo., where his practice included energy, environmental, litigation and corporate matters. He and his family enjoy hiking in the national parks and are avid baseball fans, particularly of the Washington Nationals and the Kansas City Royals. A native of Smithville, Mo., he received his Bachelor of Science in Agriculture degree from the University of Missouri at Columbia, and his Juris Doctor degree from the Northwestern University School of Law in Chicago, where he was Editor in Chief of the Northwestern University Law Review.
